Any news on the Horn upgrades and the integrated rainbow shitting pods for the D models?
PMU-069 and Northrop Grumman are tied up in contract negotiations. Hasn't even hit Pax yet.

On a side note I was pretty surprised that some names were not there. Seems like we want well rounded Officers which is why so many SWTI's made it.

Does anyone know why the Reserve O-4 Line results seem to be about 3-4 weeks behind their normal schedule? I think the same goes for Active and Reserve O-4 Staff results as well, but I could be wrong.

Looks like DUI/NJP/Court Martial is back to being the no-go criteria for 1110/20/30/40.
This topic came up on the ADHSB thread . . . why? And how? If the board is barred from attempting to game the numbers by designator, and people are selected by the board in a designator-agnostic fashion, then why in the blue hell is there such a disparity between 11XX and 13XX?

Pure speculation because I wasn't on the board, but I believe the answer to the Great Designator Discrepancy of 2014 is hidden in the FY15 O-4 Board Precept:

Two interesting discriminators:

"Leadership of Diverse Organizations" and "Critical Skill Requirements."

I think it is possible that SWOs and Submariners get bonus credit on the leadership side because by the time the O-4 board sees them, they have likely completed their Department Head Tour and demonstrated "Leadership of Diverse Organizations" in a way that an aviator cannot claim as a DivO. On the "Critical Skill Requirements" side, that part is harder to judge because the direction has been deleted from the public version of the precept. Maybe the board was directed to look for specific critical skills or qualifications that SWOs and Submariners get by the end of their DH Tour but fewer aviators are able to obtain by the time their O-4 board meets, like WTI.

Eh, I wouldn't call a submariner who did a divo tour in Groton, subschool tour, and a DH tour out of Groton or Kbay a 'leader of diverse organizations.' All he's seen is the corner of the Navy that is the submarine force; a cross-section of the Navy that is disproportionately white and has few females.

If anything, I think that an 1120 going for O-4 has completed a DH tour and is highly likely to have 'command qualified' in the beginning of his writeup, a recommendation for XO at sea for the next billet, and a closing sentence about how super-awesome of an XO he would be at the end of the writeup.

The fact that the two people at completely different career path points are competing for the same promotion slot is kind of a failure of the promotion system, IMO.

Typically, the reserve URL and O4 staff (act/res) follow the active O4 by that amount...it's not unusual. The active line meets 3-4 weeks before the reserve line. And even with that gap, I have actually seen the reserve line come out right on the heels of the active results.
