Who has to do IFS?

Sorry if this sounds like a dumb question, but it's been a while since I've looked into this stuff. Last I knew IFS was for people awaiting API that had no previous flight hours. Is this still the case? I already have my PPL, so I'm assuming I won't have to do this (won't even be allowed to).

Also, will not having to do IFS mean a quicker class date for API?
