He'd be in the Mile High Club if he were over, say, Alpine. He joined what appeared to be the ~1000' club (which is still an obscenely high altitude).

There is no shortage of military/civil/law enforcement/fire/etc. VFR traffic in San Diego county. I encourage everyone to take a look at the SD Terminal Area Chart to get a feel for what we deal with out here: Just within the Mode C veil, we've got two Bravos, eight Deltas (many with student pilots), and a Restricted area. Add to that numerous uncontrolled airports, glider ports, etc., you can see that the San Dog area gets very congested, very quickly...especially when operating in airspace that requires no comms (under/around the Bravo shelves, near the lakes, etc.) The vast majority of pilots I've dealt with in San Diego VFR operations have been nothing conscientious, alert, and professional...and SAFE.

While this guy's antics may be amusing, I'm glad this douchebag is grounded. There is too much going on in this airspace to have someone flying around who allows himself to be "distracted."
