From what I've read on this forum 04 slots will not become available until 01 May 2003. If this is the case when should I submit my packet?

believe it or not this stuff takes a little more time that you relaize, or at least i did.

Personally, i wouldnt hesitate to apply. If your package is competetive, youll get a spot, it may just be down the road a bit.
