It is the electronic form you fill out to get your security clearance. If you have had any number of jobs or have moved around a lot it is a pain in the a@#. I had to fill it out for my civilian job and it took me three full days to get all of the information completed - you have to list your boss or someone who knew you when you lived at a specific location and also have their contact info.
