Its the Baccalaureate Degree Completion Program. Basically, you enlisted into the Navy while you're still in school and they pay you an active duty salary while you're in. Also, they give you a specific designator, or career field, that you'll go into after you graduate and an OCS date.

There's an official site out there about the program, so give me a sec and I'll see if I can find it...
