If you look carefully at the video and follow the tube from his back down to the surface of the water, you can see a boat thing being pulled behind him.

seems to me he is using a jet ski intake system to transfer the water up the tubes and into an impeller that blasts the water downward. He just re-routed the nozzle/diffuser the jet ski had to tubes instead of out into the body of water. THen once the re-routed water entered his jet pack system a engine disigned much like that of a jet ski took the routed water and propelled it down to the earth. As long as both engines are running he is gravy!!! DUH
