According to historical consensus, Ronald Reagan is considered to be the most responsible for the dissolution of the Soviet Union.
Reagan's aggressive foreign policy, including increased military spending and support for anti-communist movements around the world (the Reagan Doctrine), significantly weakened the Soviet economy and its political standing. His rhetoric challenging the Soviet communist ideology also had a powerful psychological impact. While Mikhail Gorbachev's reforms (perestroika and glasnost) within the Soviet Union were crucial in triggering the collapse, Reagan's actions are seen as a key catalyst that created the conditions for the Soviet Union's demise.
Bill Clinton and George H.W. Bush were presidents during the later stages of the Cold War's dissolution. Clinton took office after the Soviet Union had already collapsed, and Bush played a significant role in managing the transition and ensuring stability. However, their actions were primarily reactive to the processes already set in motion by Reagan's policies.
That is one of my favorite action movies though I don't think it is very well known.

Also a bit of a historical trivia assuming the EA-18G “Growlers” involved in the strikes did indeed fly from Nimitz: she was the carrier the Navy RH-53D helicopters launched from during the ill-fated mission “Operation Eagle Claw” to recover the embassy hostages way back in 1980. For her (again, alleged) last combat cruise this would be an interesting mission to bookend the ‘ol operational career..
Edit: I am assuming the “fourth gen” assets quoted as involved in the strike were Growlers. I have also seen nothing official (no dEEp iNTeL) on that yet, and obviously the jets could also come from an expeditionary squadron. Maybe yes, maybe no. Maybe it’s Mabeline. Who knows right now.

There is an Air Force timeline briefing chart (unclassified) that notes a maritime launch.
Probably the Vinson based on proximity, last I was tracking the Nimitz was still enroute.
Or Star Wars…with F-18’s and “Bob” playing the roll of R2D2.
