Re-reading this post and the DOD reference you provided, I'm not sure that I would qualify until I complete an AT. Am I reading this right?

Is this an email that should be drafted, and sent, to NRC Operations? I just finished ODS and look to claim this allowance.

Have you looked at the reference?

I'm certain you could email the documents to your NRC, but that would be the first place I would call.
