No. Although you could take your leave in conjunction with your travel days, meaning you are still alloted the travel days (and per diem associated) and then leave (or vice versa... not sure on exactly how the orders would be structured).

I have collected TLE twice. Once I was not checked out of my duty station yet; the other I was checked out but not yet checked into the new one. As long as the hotel/Q is in the vicinity of the old or new duty station you will be good. Just be sure to be very clear with PSD(Navy) or MATSG when you check in as to what you are claiming.

You don't have to check in, you just have to be there in the location. For instance, if you were to leave Pensacola for San Diego, but are moving and selling your house:
Check out of old command, but stay in a hotel for 4 days while closing, HHG, etc.
Travel for 4 days, staying in hotel each night
Arrive in San Diego, but don't check in yet, awaiting HHG, getting housing all set, stay in Hotel/BOQ for 6 days.

You will get paid for the 4 days in Pensacola and the 6 days in San Diego, but not the travel days in between. This is to stop you from taking a government funded vacation on your PCS orders. So you can collect TLE at either your old duty station, your new duty station, or both, but not in between.
Ding Ding Ding we have a winner. E6bflyer is correct. Can be at your old duty station and new one, but nowhere in between. That's what your travel pay is for. I would assume you need to check out of your old command first since you will be receiving BAH (or in government quarters until then). However, you do not need to check into your next duty station before you are eligible for TLE. You just simply have to be in the area.
