You're right...it sucks to be doing something else and have other jets roll up and want to play...but given the current tight constraints of training time, fuel, and opportunity, it just takes a FAR higher priority.
It's unfortunate, because those training rules are VERY valuable opportunities that the USAF doesn't (can't?) take advantage of enough.
