We looked into it the other night, 2400 is the new max (3 sections x 800 pts), 1600 used to be the old max (2 sections x 800 pts).

I would definitely tell your recruiter about the OAR score of the ASTB and get off your recruiter. It sounds like he/she is very confused.

Do packages require HS gpa and ACT?

Just as much information as you have available. I never took the ACT, and my HS GPA was not required.
