Just want to put it out there that I am not in the Navy much less have I worn choker whites. However, I have experience with drycleaning many uniforms from practically growing up in my family's drycleaners. Taking stain problems into your own hands is one of the worst mistakes people make with their clothes. I can't tell you how many people bring in clothes to the cleaners and tell you a long, drawn out story of how they worked on the stain themselves, it wouldn't come out, and now they want you to fix it and clean it. And 9 times out of 10, if they hadn't fooled with the garment, then we could have removed the stain professionally for them. My suggestion...take it back to the cleaners immediately and ask for it to be redone. Any reputable drycleaners will honor a one time redo (if of course you don't make an ass of yourself by requesting it every single time you come in). If you take this route, be sure to return the garment unworn and still on the hanger and in the bag. This is my suggestion for any general situation. I agree with others about having to go to other measures when time is of the essence, etc. Just wanted to add another view to the thread. Hopefully I won't be attacked for just trying to help.
