Some questions about NROTC?

It's my dream to become a naval aviator, but I really don't know where to start.
I am a junior in high school and I plan on applying for NROTC in college, but I don't know where to apply, or who to contact to apply. I do not want a scholarship.
Also, for NROTC, if I do not have a scholarship. does that mean I get put into the navy reserves after I graduate college? Is there any way to get into the actual navy?
How is orientation like?
