Can anybody tell me the soonest that the gov't movers can be at your pick up residence from the time that one files the application on line??

I'm not sure how it works with the website, but I know if your move needs to be super quick they prefer that you work with someone in person in the PPO to set up the move.

Transfering out of Norfolk the soonest I could get was ~2 weeks. It probably depends on where you are stationed though. The Personal Property office in Norfolk stays pretty busy and it was a matter of having a mover available, not processing the application, that determined how quickly they could schedule my move. I did the smart web move online because when I went into the office they said my application would probably be processed before they could even schedule me to go through everything in person.

That's just my experience moving from one location though.

These days a lot of PPO's still want/require you to go through the website first. I think it's the Navy's way of guaranteeing it's success. By the time I actually had orders to leave Japan I had just under 2 weeks to set up my move. I went in to the PPO and was told to do everything online. I set it all up through the website and then called the office to make sure it would happen. My first packup was just over 1 week from when I submitted the stuff through smartwebmove. Early enough that I didn't even get the notification email reminding me of the upcoming move date. So they can work fast (Depending on how busy the PPO is of course.)

What I've always been told is that you should use smartwebmove first, always, unless you need your pick-up/move to begin in 7 days or less. In that case, go right to the PPO and have them manually put you in the system for an earlier date (than 7 days out). But if you can wait 7 days, smartwebmove will do it all for you and get you the earliest date available at the time of submission.
