At what point in your sea tour can you start seriously investigating shore options without looking like a punk? Specifically, if you're interested in an NROTC/recruiting job in a certain location, at what point should you make contact with a detailer to put in your request? Also, is there anything that one can do to make himself more likely to receive his request (like having a Master's, etc.)? Thanks.

Just to be clear, you mean a year before the expected rotation date, right?

Usually 10-12 months out is when you want to start working orders. Get an idea of what you're interested in - sounds like you already have, but lots will change between now and then - trust me. Involve your front office in the process and listen to the career advice of both them and your detailer. Their job is to set you on the best possible course that your skills and record merit. One of the biggest hurdles I see the younger JOs have difficulty with is the balance between being competitive and their own personal goals like education or desire to be stationed close to family, etc. Those goals are usually, but not necessarily mutually exclusive.
