if a security violation has been noticed, a secret gear left unattended for an extended period of time, does it has to be reported to Don Caf via JPAS, or is it really up to command whether to report it or not.
and if it was not reported because other people will get in-trouble, who are in a "good boy club", is it ....allowed?! or is command breaking security policies....
can command, or people in command make that decision whether report it ir not, is not it Don Caf's responsibility..... and isn't any security violation has to be reported?!

Two, he used a period at the end of the first and started the second on a new line. If he hadn't started the second on a new line it would have been tough to call.
