After reading this 10 times, I am honestly asking this question. What are you trying to say here?
To my knowledge, the oath is optional only when promoting as a commissioned officer. I assume this is because your commission doesn't have an end date like enlistment contracts.
The "so help me God" bit is optional, because Constitution, Article VI, Clause 3, but not the meat of it.
