I say the following as an EMALS true believer and attendee of the PMA-251 change of command yesterday. All signs point to 81 having steam cats. Slow roll does not look like a viable COA.

Steam is mature and simple. EMALS is complex and expensive. That's the Cliff's Notes version.

I just don't understand how all signs point to Miller having steam catapults. From my perspective, it looks like the only sign is a presidential memo whose only deliverable is a plan due in 60 days. Work on CVN-81 has already started. Hull units are in fabrication right now, built to accommodate an EMALS system paid for and 50% complete. Architecture for a steam system would have to be designed before that steel got cut, and it would require a serious redesign of the drawings and redevelopment of the product model first.

The fact the executive order that was promised in October never materialized and we instead got an NSPM asking for a plan makes this whole thing dubious. If the argument were CVN-82, that would certainly be possible for steam catapult replacement but I'm going to have to strongly question any implementation on CVN-81. We've been talking about this since 2017, and I just don't believe this is any different.

From your perch, what role does Congress play in the process? How about rescinding the EO in January 2028?

I know you've spoken about this before, but has this "effort" been going on behind the scenes for a while and is just now being made overtly public?
