Each state has their own rules. I had to do some fine print reading and make a few phone calls to figure it all out (plus they threatened to revoke my driver's license).

I went through the same thing with AZ. They required a form to be filled out and signed by the local police department indicating that they "saw the vehicle in their jurisdiction" or something like that.

Be sure to double check the state that you move to. TX has some interesting rules about bringing a vehicle into the state, but provides exemptions for military members. Google is great way to find DOT websites....

Just make certain you don't move to California. Regardless if you're military or not, it has to be smogged out there, even if the car is registered in another state.

There are a few caveats to which vehicles had to get smogged, but in Monterey I couldn't get a base sticker until I showed a copy of the smog inspection. The smog inspection didn't necessarily have to be from California, it just had to be current. So for my jeep that was registered in Tennessee (no smog laws), an old smog inspection from Maryland just fit the requirement by two weeks, so I got my stickers. :)

That's not a state-wide thing. I never smogged my Jeep during my three years in CA. Must be the granolas at the base.

As a large employer in various metro areas, the Navy has agreed to participate in regional clean air programs. Typically this involves making sure all vehicles at a base are "emissions tested." I didn't know they had started this policy at Monterey, but it was definitely in place at Naval Station Everett when I was attached to USS Abraham Lincoln. If you wanted a base sticker, you show to show a valid emissions testing certificate.
