PRK for Coasties

The CG site says that if you have PRK done to meet the aviation requirements, it has to be at least a year before appyling, blah blah blah. My question is, can PRK be done while on active duty? And can it be done for free (as in other services)?

I know at least one coastie SNA who had PRK while active. His case was odd, but if you're still looking for answers, I can ask him to contact you.
