Prior Service in Army?

Is it "harder" to go to OCS or become an officer after being an enlisted in the Army? Does the Navy like to promote from within to the extent that prior service in the other services is looked down upon?

Any prior service would most likely help you. I've known guys from all services who went on to become Navy Officers and their experience was looked on favorably.
