There is a speed limit when taxing officer?
I am looking for input on NAVADMIN 103/03, does the message mean that Chapter 7 is still the one to use when applying for OCS or is OPNAVINST 1420.1A the new instruction? Here is the link to the NAVADMIN http://www.bupers.navy.mil/navadmin/nav03/nav03103.txt

I would say that is a yes. The A is generally an indication that the manual has undergone its first revision. In the years to come that will become a B, then a C and so on and so on.
