I think that you can be a part of the unit, i.e do the drills and take the classes to lead to a commission... but I don ont think that they offer scholarships for that.

Call 1-800-999-NAVY and ask for a BM2 Mitchel. He does the NROTS stuff for Florida (Where I am now) and he should be able to help you, or tell you who can.
