NFO Requirments for STA-21

I am currently putting in my STA-21 application and I am trying to figure out what the eligibility requirments for NFO are? Being a recruiter I turn people away on a daily basis for all kinds of stuff ranging from education to drug usage, and I'm just trying make sure I'm not setting myself up for failure.
