Navy Plans Retirement for a third of the P-3 Fleet

Thoughts anyone?? What are they going to do with a third of the crews until the new aircraft are obtained?

The U.S. Navy plans to retire a third of its P-3 Orions early because the wear-and-tear on the aging patrol aircraft is turning out to be worse than expected, a service official said Nov. 18.

In the past few months, the Navy has discovered "significant fatigue problems" in its P-3 fleet, prompting the service to decide to reduce the number of aircraft from 227 to 150 with the next year or two, said Capt. Steve Eastburg, manager of maritime patrol aircraft at Naval Air Systems Command.

Orions that remain in service will undergo repairs, a process that already has begun with the use of war-related funds from supplemental appropriations legislation, Eastburg said. He spoke at the Defense News Media Group's ISR (Intelligence, Surveillance and Reconnaissance) Integration 2003 conference. Operational P-3s with the most fatigue will undergo structural improvements, such as the replacement of wing panels.

Some P-3s have flown for more than 20,000 hours, more than double their expected service life, Eastburg said. Still, Navy officials were surprised by the results of recent fatigue tests on the P-3. P-3 fatigue has "become quite an issue," Eastburg said.

The Navy concluded that retaining 150 Orions would leave it with enough capability while staying within funding constraints, he said.

The P-3's troubles appear to have boosted the case for its planned replacement, the Multi-mission Maritime Aircraft (MMA). Eastburg said Chief of Naval Operations Adm. Vern Clark recently approved a significant budget increase for the MMA, which will help ensure that the program can begin its system development and demonstration (SDD) phase in May 2004 as planned. The MMA "is a very solid program," Eastburg said.

The Navy plans to buy about 108 MMAs, which will be complemented by 50 Broad Area Maritime Surveillance (BAMS) unmanned aerial vehicles. The MMA is slated to begin flight-testing in fiscal 2009 and achieve an initial operational capability (IOC) in FY '13. Technology that is ready by FY '07 likely will make it into the baseline MMA, Eastburg said.

Boeing and Lockheed Martin are competing to be the MMA's prime contractor, with formal submissions due Dec. 29. Boeing is proposing a modified 737, while Lockheed Martin is offering an updated version of the P-3. Eastburg said he is impressed with both contenders so far.

"We're very excited about both of these offers," he said.

Huh, in-line with the rumors we have been hearing for the last 9 months, still not the official word that we as a community are waiting for. Things that have been discussed in squadron is that the number of pilots is going to be reduced per squadron, squadrons sharing aircraft, 18 month home cycles (vice 12 month, last 6 months you are eligible for dets to support deployed sqdrns), revising the pilot training syllabus (more emphasis on sims and upgrading the ones we have now). Right now you have record retention numbers for pilots (9/11 and no airlines jobs outside), hence flying billets are scarce at the training commands, a shrinking FRS, makes it rough for ppl in my year group for rotating out, plus those behind me. LTs opting to stay in after second tour are getting screened for LCDR vice the almost automative promote we have seen in the past. Typical drawdown period is what I am sure we are going to see, with ppl transitioned to other communities, not necessarily flying. Oh joy...

The platform for the follow on aircraft will be chosen in March 04, surprising that the article didn't mention that MMA funds were raided to "refocus" MPRA assets back towards ASW, and $$ were given to UAV. Interesting to see what is chosen, I have heard from different ADMs and Commodores different perspectives on what could be chosen. Either way, the first squadron is not forecasted till 2010-12...

Regardless, the mission is still there, and P3s will still be flying.

Yeah, I've heard the draw-down rumors from some of my API instructors. That kinda sucks, since I'd really like to fly P-3s. I hope the billets for new pilots aren't seriously limited for my class.

As far as selecting P-3... I do not know what the future will be like, but here is a kind of break down of the last couple of months. When I started primary, P-3 were non existant and only a few EP-3 slots were awarded. That went on for a couple of months. Now a couple of guys are starting to get them here and there.

It is funny how everything goes in cycles while I was in Primary there were zero P3 slots, since the FRS and pipeline was so backed up, the luckily 3 weeks before I selected it all opened up, with 2-3 slots a week.

I'll be happy with whatever I fly, but I think both P-3s and EP-3s would be pretty cool. Of course, I'd love F-18s (got addicted to them after a couple of rides last summer) but my first goal is to get those wings. P-3s would be a nice compromise between a good platform and a good lifestyle for me and my wife, from what I've heard.

I must say that selection time was one of the hardest choices that I had to make. Jets vs P-3's was a hard one. No regrets! Jets are alot of work but isnt anything worth having? All you guys in primary and API study hard and stay the course.
