I disagree. The man who sold the stuff did absolutely nothing wrong. The fact that he gave back what little of her stuff remained was plenty generous on his part. He paid for it after all. If there was wrong doing involved with the sale, it was by the auction/storage company(s), though with how ****ed up Personal Property and PSD are, I doubt they ever got the memo that she was on deployment and protected by SCRA as stated in the article.
The real problems are Personal Property and PSD. The fact that every single local office can have a different interpretation of regulations spelled out in black and white (JFTRs), along with the power to act on said interpretation, is apalling. Many of the personnel leave much to be desired. I could sum up all of the ones I've met in person as lazy and evasive, though polite. In the interest of not sounding completely jaded, a lot of my dealings with them have gone smoothly. Though with how easy you'd think it should be to verify that a travel claim is correct and pay it out expeditiously, I give them little credit for their success.
