STA21 instructions state that selectees are not eligible for MGIB benefits. Does it really mean that these 16 benjamins are going to be given away when selected?

You can use them later while not drawing on the benefits afforded to you under STA-21.

yea, and you don't want to use them while active duty anyway -- entitlements are much less on active duty than not. If you haven't added the kicker to it yet, do it.
