IRR and Promotion Appointment

Anyone been promoted in the IRR and fill out NAVPERS 1421/7? When I was on active duty, the CO was the deliverer and endorser, but I don't have a CO while in the IRR. Safe to assume any commissioned officer or public official can fill this out?

I want to say I signed one of these for a buddy years ago so I think a commissioned officer can sign it, you might want to heck with BUPERS just in case.

For anyone else that runs into this issue, I talked to the IRR section at BUPERS, and they said there's nothing that needs to be done ahead of time. The promotion is effective when the NAVADMIN that indicates it says, and they send the NAPPERS 1421/7 in the mail within a month to sign and return. Seems fairly straightforward.
