Have you talked to the PERS-41 OCM to confirm there are out-quotas? What service are you trying to go into? Have you read up on the PERS website about ISTs?
I reached out to the OCM to confirm out-quotas. No response yet. I am trying to transfer into the Marine Corps. I have read up on the PERS website about ISTs. There are a couple different manuals I have been looking at.
I am really just trying to see if any knows anyone who is done it recently to see what their process was like.
Looking at MILPERSMAN 1300-081, there is no reason that I should be denied.
Have you read MCO 1001.65? Have you reached out to the USMC's PERS command?

It’s a moot point if the SWO community won’t release you.
OCM supports the Conditional Release.
I have talked to them, from what they have told me, I do the process myself. Basically, Navy authorizes the Conditional Release, I gather everything required for the package and route to the Marine Corps. If approved orders are cut.
