(students forget to put flaps up every so often (after preflight or taxing back to t/o) and atc wants to make there isnt something worse about to happen)

If you were being hijacked at the time, wouldn't tower asking you that tip off the bad guys that you were somehow trying to rat them out-- thus making your day even worse??

I feel like taxing with the flaps down was often appropriate... my tweet my not have been hijacked.. but my mental capacity certainly was.
