If I am filing a flight plan with FSS using the Form 7233-1, how should I annotate holding delays and terminal area delays? Does the GP method apply to the 7233 as well as the DD175, or should the requests be entered in the remarks section? Is it a moot point since I'll be normally filing over the phone? AIM and civilian sources don't seem to provide much guidance, so any help would be appreciated.

When you file on a -175 w/ a terminal delay, you are actually filing two different flight plans as far as the system knows. Usually it's not a big deal and you can keep the squawk, but that's basically how the computer sees it.

On the civilian side, I often times ask how they want to do it: as two flight plans or w/ just a delay (non-terminal) in the remarks. Recently, the answer has been just a delay, but in the past, I've been told two flight plans would work. Interestingly enough, for a while, the whole thing would get lost after the delay, or the delay wouldn't show up. Since I've started putting the delay in the remarks, it's worked 4.0 for the last 4 or so CCX.

So, short answer: what KBay said.
