what percent of RL officers get jets?
hope everyone has been well, i have an administrative question that no one seems to be able to give a clear answer.

I got commissioned in May2008 from OCS in Newport, RI, did OHARP in los angeles for one month, went to water survival for one week in pensacola in June08, went to advanced SERE immediately after for one week in spokane WA in June08, then I had my orders modified and had to go back to OHARP in los angeles and ended up doing that for 7 months. the extended OHARP was because I was waiting for my SCI to come through and without the clearance i couldn't goto follow-on school in pensacola, and it took FOREVER so my school start date kept getting pushed off (and i ended up doing oharp for 7 months). My question is, was I supposed to get any BAH after a certain period of time? and if so, in what location??? i know oharp is no-cost but I've heard that MAX oharp is 10 weeks. My ultimate duty station is Hawaii (still PCSing). i've heard from some people that after 90 days of commissioning, i'm entitled to BAH SOMEWHERE... is that bad gouge? and if i am entitled to BAH, was i supposed to get pensacola BAH, spokane BAH, Los angeles BAH, or hawaii BAH??? Thanks.

hmmmmm, no-cost...I though that meant that you were TAD from somewhere. I'd imagine if you were "entitled" to anything, it'd be where your parent command is. (ultimate destination in your orders)...

Pay experts? Is BAH ever "entitled?"

IIRC, you can only be TAD to a place for 6 months... on day 181 you lose all that delicious per diem and transition to a PCS package, but I'm unsure as to the exact process. PSD should be able to tell you all about it.

But with a no cost TAD you get no per diem. PSD should push you confused in the wrong direction. If you want money from the Navy, make sure you keep a log of every PSD person you speak to. This way when they screw up you can go right back to them and have a conversation.

ma'am, i'm still PCSing... I dont execute the PCS until June09, and i'm trying to get an idea if i have been underpaid while in Los angeles for oharp for 7 months. I read through the Publication and still not clear... all the people in admin and PSD i spoke to don't seem to know the answer either. i guess i'll just keep asking until i find someone that has an answer.

The JFTR is your friend. http://perdiem.hqda.pentagon.mil/perdiem/jftr(ch1-ch10).pdf Chapter 10 talks about BAH. OHARP orders are No cost and you should not receive per diem. You are entitled to BAH.
No one I know from OCS got BAH for OHARP except for BDCP/nuke guys. An intel guy who graduated 2 classes ahead of me was fighting for BAH at my station, considering that I got it as a nuke and the guy from the Academy was getting 50%. No one seemed to know a thing about the rules surrounding OHARP BAH, and when he did find instructions, no one in PSD seemed to know what to do about it. I don't know the resolution of his situation, but it's going to be an uphill climb.

Phrog's wife is correct. Myself and several people I know have had to print out the applicable portions of JFTR and take it in to PSD in order to make things happen. PSD is notoriously horrendous at customer service and actually knowing the pubs they operate from. (Funny since it's their job.)
You are entitled to either BAH from your previous duty station, OR BAH at your destination PCS station. Since you technically you had no previous duty station you should be receiving BAH for Hawaii. Take your records and a copy of the JFTR to PSD and speak to a Khaki.

i've gone in to PSD and gotten a different answer to the same question each time. just keep going back until someone can answer your question in the way you want it answered.
