The two schools I am in between on are Oklahoma University and Penn State University. I plan on majoring in Meteorology in college and I understand they are the top schools for meteorology.

It doesn't matter, depends on whether you ask a Sooner or a Nittany Lion.

In addition, which of the two programs overall is better?

What REALLY matters is your GPA...no matter where you go!
