As noted by others already, you're completely uninformed about the Republicans not providing input. The Republican decision to try and defeat the bill is because the bill is a piece of crap, which is also the reason why the smart Democrats don't want to force the issue, and pass it without Republican support. They realize that it will make things worse, not better, and then the blame will fall solely on them.
