What the hell does that mean? What intelligent political decision could possibly be made where someone in Russia would say "You know, flying these bombers into Cuba would enable our objectives perfectly"?

There isn't one.

If I were playing Risk, Cuba would have been mine a long, long time ago. It's time to start a new 4th generation-style insurgency in Cuba now that the leadership is on the cusp transition.

Plenty - the Russians have also been cozying up to Chavez and Venezuela. They have been flexing their muscles with Eastern Europe (natural gas, Ukraine, Georgia, the missile defense). They have been interfering with our supply routes into Afghanistan. This would give them another bargaining chip they could use, to get something they want more. Plus it diverts U.S. attention away from other areas.

This would be a smart political move on their part.

Its not like anybody is going to stop them.

Its not like anybody is going to stop them.

They can do whatever they can get away with, which is (apparently) what they are trying to do.

And if they start refueling in Cuba, then they can stop doing that in exchange for us doing something they want.

We can do the same thing, and do. But we "have to" (due to the way our political system currently works) worry about "public opinion" and "world opinion," which makes it a lot harder to play hardball.
