Best way to clean a dingy cover

Tide pen works wonders for spots, but if it's dingy I say buy a new one. Sometimes they just can't be revived.

I'm assuming it's cloth, since I've haven't seen many USMC Officer's Vinyl Covers. The way I clean it? Throw it in the washing machine with bleach. Comes out looking like new...
 
just got back from the dry cleaner. She said to try soaking it in a soap and water mixture, using a soft toothbrush to scrub dirty spots. She also said bleach and water works too, just make sure to dilute the bleach enough as to not damage the fabric.
 
I'd recommend buying a Chlorox bleach pen. I got a huge ink stain out of my whites a couple years ago with one and they're great for hitting small spots.
