Unless he has contacted the Webmaster and obtained his ok to advertise, it's spam.

John wants to approve any business advertisers. Normally we just delete the posts and ban the user if they haven't gone through John.
 
This does not look like SPAM. He's out of EU. I wouldn't mind finding a good deal like this while I was deployed to Bahrian. Lots of guys bring their cars with them.
