Automatic reconsideration by future board?

"The following IWC OCS application packages were reviewed, but not professionally recommended at this time. These records will be reconsidered at the next IWC OCS Board. Resubmission of the application is not required; however, additional supplements to the original application will be accepted."

What causes this board result?

Not knowing other context, it sounds like a combo of not being their topmost choice, but also the board recognizing that billets were limited this time around and these candidates might otherwise be competitive once more billets open up.

NRC has placed "caps" on who many applications a board can review for a single board and set limits as well on selections, those numbers look like they were adjusted prior to the board meeting but after the info was sent.

I would say "reviewed" is a loose term in this case, for instance some at this IWC board were tagged DNR, a quick review to make sure a person isn't DNR.

In IP and CW cases both boards underselected and by the percentages could have probably looked at the few remaining to fill the spots they were allocated, since they didn't that to me says they set aside the number to review, made selections from those then did a quick review of the "extras" to make sure none of those were DNR's (why hold a person that will be a DNR right?), just because a person was held over doesn't mean much of anything.
