Its the Navy, there is a waiver for everything. Also, you never know just how strong of a candidate someone is or how highly they have been recommended based on interviews or appraisals. If ive learned anything in my career so far, don't underestimate your shipmates too much.

PA says no waivers at all granted that’s written that in my personal opinion to curb late career IS’s at the 10-12 year mark
