    Yes. Ensigns and LTJGs will no longer be assigned to carriers, which means that your chances of going to ONI after finishing up at NIOBC are now a little higher. Ensigns and JGs will instead det out to the carriers along with the 3910s and 23s, and there will be one LT and one CDR permanently...
