I.e., the daily routine of any ship ot sub, including MCMs and aircraft carriers, no matter how big or small and which navy is concerning, is resting on the shoulders of, eventually, LDO/CWO corps (and CPO one, but that's yet another story). Here - in the ship companies - Mustangs are the backbone. Why? They know the hull, equipment and men as a whole and how it works as that whole much better than URL people. And fuck any degree here - personal experience is way more important. This area of responsibility cannot be "tactical first" - admin and maintenance work rules here. To some degree, Army aviation (here in Russia too) is built along these lines rather than "tactical" ones.
But concerning the air affairs, when crews are small and aircraft commander might be O-2, there is no place for slow and indolent timing of "good administration", and the flexibility of the person with a degree is the best substitution for it. That all is my opinion, of course.
For short: in big military, there is big market for Warrants on any grey or black piece of iron that can float. There are very poor sales for them on all that can fly.
I didn't understand, either, what Azguy wanted to say, but I doubt that USN DDG vs PLAN DDG or USN SSN vs Russian SSN makes good sense. Navy, any navy of any nation, is supporting force from about 1953, when Korean War had divided the military history on "war to the ending victory" and "other war". For this "other war" no military branch can be main cast. Each of them just supports politics and politicians.
