Had a NAVCAD Officer 'frock himself' (back when we could frock people) when the message came out. He just pinned on LT bars and walked into the Ready Room.
(Back story: The Officer in question had some personality conflicts with the Front Officer prior to this incident)
The CO saw the LT bars and told him to go back to him room and put JG back on. The CO will let him know when (and if) the command would frock him.
The CO made him wait a couple of weeks just to make a point.

Just to be clear, I had signed my promotion letter from the skipper and sent it back to HG weeks before I got my buddy to do the oath. If you're going to "just wear the rank" as I mentioned, make sure you are wearing it legally.

We had a guy do this on deployment and it ended poorly for him also...

When I pinned on LT one of my dept heads said "hey, that mirror won't fog itself." Hence my quote. It's true. If you can fog a mirror you can be a LT in the Navy.

Not related to the message, but officer frocking does occur still from time to time. There are several reasons for this and it has to come from N1. I was frocked to O-4 because it was required for me to attend ACSC.

Frocking happens all the time when you talk about just a week or two. I think the intent is not to frock someone 9 months ahead of schedule. Not counting those who have to get frocked for certain billets/orders.

When in doubt consult the source

Frocking shall be contingent upon a determination that wearing the next higher grade is essential to an officer's maximum effectiveness in the assigned billet.
Situations supporting this determination are listed in order of precedence in enclosures (1) and (2). DoD precedence for frocking of officers to grades O4 through O8 is:
(a) Positions in the international environment.
(b) Joint-duty positions.
(c) Command positions.
(d) Other unusual circumstances, as SECNAV determines.
