A couple were about cutting enlisted but still offering bonuses. Others were about how the Navy can be offering bonuses in this economy.

Probably 12 months after the FY13 message came out.

Yet this message only covers those who can apply early up to Sept 30 2012, not those who could apply early for FY 14.

Just going on recent trends. Most annual messages for programs tend to come out ~12 months apart. It's possible that they're tweaking the policy for "early" option.
