Are you sure it isn't a school? I've seen plenty of schools with the letters OCS when searching for OCS videos or something on youtube.

If he actually does mean OCS, then ya. He's a tool.

I think it all depends on where he saw the plate. On base, I would give it a high probability.
 
I think I have one better. Today I saw a guy in a RED Mustang with a Top Gun Sticker on is rear window and personalized plates: "TG SFTI" which stands for Top Gun Strike Fighter Tactics Instructor. YGBSM!! Does "THAT GUY" seriously think this will get more babes or has he been watching too much TOP GUN? I wonder if his callsign is Maverick? HA!!! :icon_lol: :smpurple_

While on a platoon run at TBS, we pass a vehicle near Camp Barrett (or the village of Barrett, whichever you prefer) with the personalized plate of BYRLEAVE (By Your Leave).

Our SPC stops the platoon, points it out, and says "If any of you have something like this on your license plate, change it now, because you will be laughed out of your unit."
 
One of my classmates at da Boat Skool was named Api - and he got plenty of "nice license plate, tool" notes left on his car when he went to P'cola for his: API 99.
