Aviators wear brown shoes, not the black shoes everyone else wears. (I think technically officers of any community can wear either, but it doesn't happen much.) This is why aviators often refer to SWOs as "shoes" or "black shoes". So e6b had to buy a pair of black shoes at some point, and doesn't need them because he wears brown aviator shoes. You, as a SWO, will need black shoes. So he offered you some free shoes. :D

API is an aviation thing, don't worry about it.
