Part of the Navy's Helo Master Plan. There's lots of helos in the Navy and not as many "other." Plus, TacAir guys only need one pilot, helos need two. So for each crew (as defined by the bean counters, not actual crews on deployment) there needs to be twice as many pilots per airframe as TacAir.

Russians fly their Su-27 two-seaters with two pilots though... wierd.

It's so one of them can be trashed.

Must be why they don't put a stick in the back of the Delta Hornets...so there isn't the temptation.

The Su-32 does have that mini kitchen/toilet thing in the back, believe it or not. No stretch of the imagination to fit a mini-fridge, too, for chilling the vodka.

As for -18D's, who says the WSO can't drink?
 
The Verbal Glideslope Annunctiators? I think their awaresess comes up when the RAST probe is down. (landing on a boat for the unwashed fixed wingers)

I think they ARE drunk half the time. Or they have narcolepsy. Not sure which. But they do select good MPD porn!
