Besides the fact that ADM Cooper would like a word, probably a result of the fact that no geographic COCOMs are from the Army.
Make no mistake - if we get in a conflict with China over a Taiwan invasion, an Army general will be appointed to lead the operation.
If SECDEF ahem SECWAR were competent, he'd require admirals to remove their warfare devices in the same vein as CMCs lose their rating.

Community pettiness at the flag level exists and is going to get people killed the same as it got people killed when Gen MacArthur and ADM Nimitz clashed.
The only reason we won the Pacific is that we had a vastly superior technological advantage over the Japanese, because our C2 did everything they possibly could to lose the war.
The COCOM construct is meant to mitigate this, but it doesn't work when INDPOPACOM is viewed as the highest rank a Navy officer can achieve because no other branch has ever held the position.
And people at the O6 and below level hold loyalty to the warfare device over the rank. So aviators think Pappy is the best admiral ever and SWOs think that Pappy got the job over ____ because of politics.
And I don't give a shit because every once in a while someone gets a bright idea to make a submarine officer an important 3 or 4 star, forgetting that we have no idea how to exercise organizational leadership (see: Jimmy Carter), like when a woman wants to have another child after forgetting the excrutiating pain that came with labor.

I can think of a few others...and our C2, while definitely lacking in today's world was far better than most others at the time to include the Japanese.
