Is the DD 370 (Request for Reference) Optional?

By optional, I mean if you do choose to include letters of recommendation, does it have to be via the DD 370 form? I have talked to two Navy Officer recruiters. One said that it is optional and the only thing actually required is a signed and dated letter. The other that it is required to be completed.

Does anyone have definitive information?

Every recruiter I have interacted with has said it is mandatory; however the letters can be separate/on letterhead with an accompanying 370.

DD370 is not for letters of recommendation it is request for employment references, in most cases employers will not give a reference but will only verify employment dates to avoid any legal issues. It is rare for employers to return them so what will often happen is they will go in the application blank with a statement that says "DD370 sent to employer and not returned"

You can in fact submit an application without any DD370's or letters of recommendation, it is rare that anyone gets one that is actually worth the boards time to read.

Thank you so much for that info. Can I submit the letter of recommendations without a corresponding DD370?
 
DCO would be different, however the issue with employers remains the same, most companies legal department will not let anyone disclose anything more than employment period.
The 370 directly accompanies LORs for DCO, and in essence acts as the LOR should one not be enclosed separately.

Why are you talking to multiple recruiters? Lol.

In short, both recruiters are right. I personally ask references to sign the DD 370 regardless, that way if the typed letter isn't signed, which surprisingly I have seen some that way, I have the signed 370 to complete it and I don't have to ask the reference to go back and complete it.
