Looks like Congress is taking a hard look at splintering SWO into specializations. Not sure which specialties yet, but we will see what happens with this particular legislation. You gotta love the acronym they picked to title the bill, too.
This story is one big non sequitur. Not sure we want Congress micromanaging this kind of thing. Doubtful it will be included in the NDAA.

I agree. But bills are written all the time with no chance of passage or even floor debate. They do send a signal of what at least the cosponsors think is important. For now, that is a small number. But it is a small number in Congress that even give a second look at Navy issues beyond the annual price tag.

Got to leave it in the hands of the professionals who have massive issues with war fighting culture and basic seamanship?

I agree with you actually, but I have no reason to believe we will honestly confront myriad critical issues that must be addressed.

Presumably, the story is getting it wrong (Geoff Ziezulewicz usually does), but I got lost on the whole specialization solves everything from retention to diversity, etc. Wondering who is whispering into Whitman and Gallagher's ears for them to take interest on such an esoteric topic.

Nobody is “whispering” to them. Rep Wittman has represented Hampton Roads VA for 13 years and is the Ranking Member of the Committee on Armed Services Subcommittee on Seapower and Projection Forces. Rep Gallagher sits on that same Seapower Subcommittee, is a former Marine officer (OIF veteran), and represents Marinette WI where they build the Freedom class LCS.

Edit, per Wittman’s press releease, the bill also draws from recommendations found in the GAO report following the McCain and Fitz collisions (which this Subcommittee would have prompted GAO to do, because GAO is the investigative arm of the Legislative Branch): https://wittman.house.gov/news/documentsingle.aspx?DocumentID=3748

Or, after McCain and Fitz, they simply thought the Navy has some major institutional problems they can't seem to get a handle on by themselves. You don't need anyone to whisper that in your ear. As to the actual proposed solution, again, no whispering from a constituency needed. We all know that breaking up SWO career tracks has been debated for decades. I was reading about it as an Ensign in 1980. If you paid the least bit of attention to Navy affairs, you would have been familiar. It isn't like Congress hasn't legislated change in the Navy before. That said, you are certainly right, it ain't likely to become law anytime soon and that isn't the mechanism we want for change in naval officer careers. So maybe SWO leadership should take this as a shot across the bow and react accordingly.

No, I’m not being dense. I am giving the Ranking Member of the HASC Seapower Subcommittee the benefit of the doubt that he understands the matter, and is acting on what he believes is right for the Navy and the nation.

I guess the TOS and rules don't apply to super moderators.
